Scapegoating
Scapegoating refers to the tendency for individuals, when frustrated or unhappy, to displace Aggression into groups that are disliked, visible, and relatively powerless.

Scapegoati ng is blaming a person or a group for the actions of others or for conditions not of their making; blaming other people inappropriately for one's own negative outcomes.
