Empathic arousal refers to an emotional Arousal that occurs when you feel some of another person's pain, fear, or anguish.

Example, when you feel the anguish of people in a typhoon - inflicted country or the fear of those people living in Indonesia because of earthquakes, that is "emphatic arousal"
