Microcephaly is defined as a congenital disorder characterized by an abnormally small head in relation to the rest of the body. The head is more than two (2) standard deviations below the average circumference for a child of a similar age and sex. The size of the brain is also sub-normal, and the condition is associated with mental retardation.
